Topeka Gov. Kathleen Sebelius on Tuesday said the state is continuing to negotiate with two American Indian tribes to build a $210 million hotel and casino in Wyandotte County.
"We are aggressively negotiating with the tribes. We're closer, but we don't have a finalized compact," Sebelius said during a news conference.
The Kickapoo and Sac and Fox tribes have been in talks with the Sebelius administration for most of the year to build a casino near the Kansas Speedway.
Existing tribal compacts do not give the state a share of the profits. The two tribes have been willing to give the state a percentage of revenues in exchange for operating in the lucrative Kansas City-area market. Some estimates have said the state could gain $40 million to $80 million annually.
If a deal is reached, Sebelius said the state must be in charge of regulating the casino. "We really have proposed the toughest regulation in the country," she said. Not getting state regulation is a "deal-breaker," she said.
