Governor’s office advances casino plans

Topeka Gov. Kathleen Sebelius' office Monday announced a gambling compact between the state and two American Indian tribes for a casino in Wyandotte County.
The Kickapoo and Sac and Fox tribes have proposed building a $210 million casino and hotel near the Kansas Speedway.
"This project will create hundreds of jobs, attract thousands of tourtists, and generate milions of dollars for the state and local governments," Sebelius said in a statement.
Under the proposal, the state could receive an estimated $40 million to $50 million annually in revenue sharing. A state gaming agency would regulate the casino.
In exchange for the revenue, the state would limit additional gambling in Kansas to:
- No more than 500 state-owned and operated slot machines at pari-mutuel racetracks within 100 miles of the Kickapoo and Sac and Fox facility;
- No more than 1,500 state-owned and operated slots at tracks beyond 100 miles from the proposed facility;
- No state agreement to place land in trust for additional tribal casinos within 100 miles of the proposed casino.
The compact would have to be approved by the Kansas Legislature and U.S. Department of Interior before it could be implemented.
As the governor's office revealed details of the compact another tribe announced plans to try to build a casino.
The Delaware Tribe said it would ask the federal government to place land in trust in Bonner Springs for a $250 million resort hotel and casino.
