Democrats want to use lottery money for scholarships for future teachers

Topeka Senate Minority Leader Anthony Hensley plans to resurrect a proposal to divert money from the Kansas Lottery's advertising budget to a program for teacher scholarships.
Hensley, D-Topeka, said Friday that he plans to offer an amendment to create the program when the Senate debates a bill extending the lottery's life past the July 1, 2002, abolition date set by Kansas law.
Republican leaders expect the Senate to have its debate next week.
The House approved the bill Tuesday after defeating an amendment by Minority Leader Jim Garner, D-Coffeyville, to create the scholarship program.
Gov. Bill Graves has proposed a $3.2 million advertising budget for the Kansas Lottery. Hensley and Garner contend that $2 million is enough and that $1.2 million should be used for the scholarship program.
The Democratic leaders argue in part that the state needs to train more teachers to prevent a serious shortage in Kansas classrooms.
Scholarships would go to college students who want to be teachers and agree to teach one year in Kansas for every year they have a scholarship. They would have to repay the money if they did not teach in Kansas.
